BACKGROUND

NIC Mexico (Network Information Center Mexico) is the organization responsible for the administration of the territorial domain name (ccTLD, country code Top Level Domain). MX.

STAGES OF REOPENING

1. Pre-Registration period.

2. Waiting period.

1. Description: During this period no new applications will be received but will be processed the applications received during the Pre-Registration not previously adopted. All domain names assigned during the pre-registration and this waiting period, will be activated at the end of this period. Also available a Process of discontent on the assignment of domain names. 2. Who involved: owners (registrants) of domain names. MX classification who have applied for registration of the domain name directly under. MX during the Pre-Registration whose application has been pending in that period.
3. What you can do: Participants may view the data on the allocation of domain names. MX consultation service in the WHOIS (http://www.whois.mx). If they consider that the allocation was not made according to the rules established for the Pre-Registration period, holders may initiate a procedure ¿disagreement on the allocation of domain names. 3. Initial registration period.

1. Description: During this period, the registration of domain names directly under. MX will be open to the public. Domain names are assigned in the order in which the system’s Registry. MX applications received.

ANTECEDENTES

NIC México (Network Information Center México) es la organización encargada de la administración del nombre de dominio territorial (ccTLD, country code Top Level Domain) .MX.

Desde su creación, en Febrero de 1989 el .MX fue plano, es decir, no existían clasificaciones bajo .MX como las actuales .COM.MX, .NET.MX, .ORG.MX, .GOB.MX y .EDU.MX. El registro de dominios se realizaba directamente bajo .MX, hasta octubre de 1993, cuando se crearon las clasificaciones .COM.MX y .GOB.MX y poco después el .NET.MX y el .ORG.MX. Más adelante, el 4 de septiembre de 1996 se crea el subdominio .EDU.MX el cual junto con el .MX representaban a nombres de dominio educativos exclusivamente. En marzo de 1997 el registro de nombres de dominio académicos queda limitado únicamente al .EDU.MX. A partir de ese momento ya no fue posible registrar nombres de dominio directamente bajo .MX.

No es sino hasta ahora que se tiene la oportunidad de abrir nuevamente y esta vez para todo público, el registro de nombres de dominio directamente bajo .MX. Esto permitirá ofrecer servicios más atractivos a los clientes y dar mayor impulso al ccTLD .MX, ya que los nombres serán más cortos, no se restringirá los nombres .MX a un solo tipo de organización y la identificación con México será directa.

Como parte de los esfuerzos para cumplir la misión de Colocar el nombre de México en Internet, NIC México ha llevado a cabo proyectos para facilitar que los nombres de dominio .MX lleguen cada vez más lejos y a más personas. Uno de los más importantes fue el lanzamiento del Registry .MX, el cual representa un importante cambio en el modelo de negocio pues adopta los estándares internacionales para el registro distribuido de nombres de dominio. En este modelo, los usuarios registran sus nombres de dominio a través de Registrars o RARs que juegan el papel de distribuidores o mayoristas de nombres de dominio, quienes a su vez trabajan junto con los administradores de ccTLDs, también conocidos como Registries. Con estas nuevas herramientas, RARs de todas partes del mundo pueden ofrecer los servicios del Registry del ccTLD .MX a los usuarios de Internet en diversos países.

Internet se ha convertido en una poderosa herramienta, presente en casi todas las empresas, escuelas, organizaciones no lucrativas y también en el hogar, y el poder registrar nombres de dominio directamente bajo .MX permitirá tener nombres más atractivos, relacionados directamente con México. Aprovechando el uso cada vez más importante de Internet para todas las actividades cotidianas, individuos, empresas y organizaciones podrán tener presencia en Internet llevando más cerca el nombre de México.

ETAPAS DE LA REAPERTURA

Con el objetivo de tener un proceso ordenado, la reapertura del .MX se llevará a cabo en 3 etapas: Período de Pre-Registro, Período de Espera, y Período de Registro Inicial.

1. Período de Pre-Registro.
   1. Descripción: Período en que se recibirán solicitudes de registro de nombres de dominio directamente bajo .MX, únicamente de quienes tengan actualmente un nombre de dominio .MX bajo algunas de las clasificaciones .COM.MX, .NET.MX, .ORG.MX, .EDU.MX o .GOB.MX.
   2. Quiénes participan: Los titulares (registrantes) de nombres de dominio .MX vigentes, registrados bajo cualquier clasificación antes del 1 de marzo de 2009.
   3. Qué pueden hacer: Los participantes podrán enviar una solicitud para registrar directamente bajo .MX exactamente el mismo nombre que tienen registrado (ver Política de nombres reservados) bajo alguna de las clasificaciones, por ejemplo: si actualmente son titulares de negocio.com.mx entonces podrán solicitar el registro de negocio.mx. La solicitud deberá hacerse por medio del mismo RAR con quien tengan registrado el nombre de dominio actual (negocio.com.mx).
   4. Consideraciones: El titular o registrante al igual que el RAR del nuevo nombre de dominio .MX serán los mismos del nombre de dominio actual. Si se recibe más de una solicitud para un mismo nombre de dominio de diferentes titulares se dará prioridad a la solicitud del titular del nombre de dominio con mayor antigüedad (que tenga la fecha de creación más antigua en los registros de NIC México). Las solicitudes recibidas que no correspondan al nombre de dominio con mayor antigüedad permanecerán pendientes hasta que sean procesadas al terminar el período de Pre-Registro. La información de los nombres de dominio que hayan sido asignados estará disponible en el servicio de consulta WHOIS (http://www.whois.mx). El registro será únicamente por 1 año.
   5. Duración: 3 meses (1 de mayo al 31 de julio de 2009).
2. Período de Espera.
   1. Descripción: Durante este período no se recibirán nuevas solicitudes, sino que se procesarán las solicitudes recibidas durante el período de Pre-Registro que hayan quedado pendientes. Todos los nombres de dominio asignados durante el pre-registro y el presente período de espera, serán activados al final de este período. Asimismo, estará disponible un ¿Proceso de Inconformidad sobre la Asignación de Nombres de Dominio .MX¿.
   2. Quiénes participan: Los titulares (registrantes) de nombres de dominio .MX de cualquier clasificación que hayan solicitado el registro del nombre de dominio directamente bajo .MX durante el período de Pre-Registro cuya solicitud haya quedado pendiente en ese período.
   3. Qué pueden hacer: Los participantes podrán consultar los datos de la asignación de los nombres de dominio .MX en el servicio de consulta WHOIS (http://www.whois.mx). En caso de que consideren que la asignación no se realizó de acuerdo a las reglas establecidas para el período de Pre-Registro, los titulares podrán iniciar un ¿Procedimiento de Inconformidad Sobre la Asignación de Nombres de Dominio .MX.¿ Las reglas para el Procedimiento de Inconformidad serán publicadas antes del inicio de la reapertura.
   4. Consideraciones: Es muy importante que los interesados permanezcan al pendiente del resultado de sus solicitudes y que utilicen el servicio de consulta WHOIS (http://www.whois.mx) para verificar la información de la asignación.
   5. Duración: 1 mes (1 al 31 de Agosto de 2009).
3. Período de Registro Inicial.
   1. Descripción: Durante este período el registro de nombres de dominio directamente bajo .MX estará abierto a todo público. Los nombres de dominio se asignarán en el orden en que el sistema del Registry .MX reciba las solicitudes.
   2. Quienes participan: Público en general. Todos los interesados en registrar un nombre de dominio directamente bajo .MX.
   3. Qué pueden hacer: Podrán registrar nombres de dominio directamente bajo .MX.
   4. Consideraciones: Si el nombre de dominio está disponible al momento de la solicitud, éste quedará registrado inmediatamente después de concluir el proceso de registro. El registro será únicamente por 1 año y se usará un esquema de precios especial que será dado a conocer oportunamente.
   5. Duración: 2 meses (1 de Septiembre al 31 de Octubre de 2009).
